Man Released from jail Raped Victim a Second Time

Francisco Carranza-Ramirez was released from jail after time served for rape of a woman in a wheelchair, only to revisit the victim and terrorize her again just three days later. The 35-year-old suspect was supposed to take a flight to California and return to Mexico as part of the terms from King County Superior Court Judge Nicole Gaines Phelps, who agreed not to impose community custody, or probation, after his release from jail, according to The Seattle Times. Instead, Carranza-Ramirez found the 32-year-old victim, knocked her out of her wheelchair, strangled and beat her in front of her three-year-old son.

On June 24, Carranza-Ramirez was charged with second-degree assault, felony harassment, felony violation of a sexual-assault protection order, and intimidating a witness. He is wanted on a no-bail warrant and the victim is terrified he will find her again and fears for her life.

In September 2018, Carranza-Ramirez approached the woman and her son while they were out in the neighborhood and struck up a conversation. The next day when the two went to check her mail, he was waiting at the mailboxes and followed them uninvited into her apartment. The victim, who is partially paralyzed, told officers that she was afraid to call out for help for fear of putting her son in danger.

Carranza-Ramirez reportedly raped the disabled woman in her bedroom. At one point she convinced him that she needed to use the restroom and was able to make a 911 call, hiding the phone in her wheelchair while keeping it on and connected to emergency services. When she returned to the bedroom the rape continued and police soon arrived and arrested Carranza-Ramirez.

On June 13 Carranza-Ramirez was sentenced to 12 months for the September rape but the judge released him on the condition that he’d return to Mexico and never come back to the U.S., saying he’d served his time after only nine months. Three days later, the victim was beaten and strangled, and Carranza-Ramirez was on the run.

Authorities are asking for help in locating Carranza-Ramirez, who is described as 5 feet 8 inches tall, 140 pounds with a medium skin tone, brown eyes, and long black hair. Anyone with information is asked to call 911.

Cop Killer was an Immigrant with Violent Past

Recently, Liberty Nation’s James Fite reported on the tragic death of Officer Tara O’Sullivan, who was shot to death during a domestic dispute. At the time, the name of the shooter had not been released, but California prosecutors recently filed a murder charge on Adel Sambrano Ramos, 45, an immigrant from San Nicolas, Ilocos Norte, Philippines. The charges accuse Ramos of lying in wait and ambushing the officers who had arrived to help a woman remove her belongings after a domestic dispute. Ramos reportedly opened fired on the officers and continued shooting for about eight hours. Police had to use an armored vehicle to remove O’Sullivan, which took 45 minutes.

Ramos has a past filled with other violent charges. A bench warrant was issued just nine days before the shooting for failing to appear on a battery charge against a woman last year.  Here is a list of some of his other crimes:

  • 2011: During a routine traffic stop, a CHP officer found a large amount of marijuana and $27,000 in cash in Ramos’ vehicle. ICE became involved, but no other information was available.
  • 2001: Convicted of petty theft.
  • 1998: After beating his live-in girlfriend, he pleaded guilty to assault and battery.
  • 1995: Convicted of DUI.
