Well in a piece put out by The Agency which is a news source in Russia they point out that Putin has revised the Russian nuclear doctrine and has lowered basically the threshold for its use Now this was not new I mean the first uh indication of this was at a meeting of the Permanent Security Council in September where uh Putin said this is what he was going to do But there are some there are some changes that uhhh are sobering You know states that provide their territory and resources for preparation and implementation of aggression against Russia Well now they can be considered a potential adversary against which they refer to the use of nuclear weapons as heh Nuclear deterrence is carried out uh which we see that is illogical Nuclear deterrence normally causes you not to use nuclear weapons They have a different point of view Russia you know can perceive aggression by any state um or coalition for that matter that has uh Executed aggression by this coalition or by a non-nuclear state in in alliance with it In preparation or support of a nuclear state as their joint attack So in other words if you're allied and you're non-nuclear state and you're allied with a nuclear state You can be identified as the uh the threat as well and they would apply nuclear deterrence against you Umm the criteria for the use of nuclear weapons now includes uh possession uh by an enemy of WMD that could be used against the the Russians Now that's pretty much the same as it was before but Military exercises near Russia's borders is something that is uh has not been emphasized in the past And then there's something called strikes ecologically uh against uh Objects that are in isolated parts of Russia we're not sure exactly what that means but I would expect that's something to do with uh port access to Kalimgrad Yeah right Yeah you know I think that that's that that that would be fair Umm and then of course uh they they talk about the expansion of militaries of potential enemies So you know they they cast uh a wide net here and uh and the which has lowered the threshold for them to to use nuclear weapons.
