Burnham is the New UK PM: Where’s the Mandate?

Since the turn of the century, Parliament has had new replacement prime ministers step into power without a fresh general election a number of times. And yet, each time, the member of Parliament (MP) had stood on the ruling party’s manifesto during the previous national ballot. Andy Burnham, the new prime minister (PM) in Number 10, however, is the exception. In fact, his rapid ascent is causing quite the stir in terms of where he believes he gets his mandate.

Replace, Rinse, Repeat

The British political system operates by a party winning an election, and then choosing (either before or after) an MP from within those ranks to be the PM. The legitimate mandate is there because the country voted for a party and a manifesto. Should the PM step down – or lose the confidence of the house – another person steps forward from the ranks and launches a leadership bid. It varies party to party how these contests play out, but as long as the new leader can command a majority, he or she gets the job.

But Mr. Burnham was not in parliament when the Labour Party won the 2024 election and was therefore not campaigning on the all-important manifesto. Indeed, speaking from 10 Downing Street yesterday after visiting King Charles III and asking to form a government, the new PM described the outline of a ten-year agenda that he believes will revolutionise politics in Britain.

Putting aside that much of the proposed change is standard fluff given by every leader, where precisely does his political mandate come from?

Well, that’s a question that will have a great many people scratching their heads, and at least an equal number asking for the so-called “king of the north” to go back to the country and call an election.

No Risks for Burnham – Or the Tories

“The only certainty with Burnham is we’re going to get more of the same, but they’ll go further to the left than they already are,” railed Reform Party leader Nigel Farage, who called for an immediate general election.

Burnham “says he wants to have the biggest change of direction in politics in 40 years, outside of 25,000 voters in Makerfield [the constituency he represents] he has literally no mandate for this at all,” Farage added. While one would assume that all political opponents of the Labour Party and the new PM would be hankering for an election, it seems – as is often the case – that Nigel Farage is out ahead of the pack.

Why would the Conservative Party not also join the calls for a national ballot? After all, despite a thorough defeat just two years ago, the party has changed leaders and claims it is ready to govern. And yet, crickets are all that can be heard from the opposition's bench.

The reality is that, based on current polling, Reform UK under Farage would win the next general election. Yes, Burnham would be out, but the Tories would likely see a drubbing that puts 2024 to shame. Reform has topped the last 350 consecutive polls – that’s not an outlier; that’s a warning shot.

It seems that accusations of a cozy uniparty consensus between the major parties are more than just dramatization. While PM Burnham is hoping to cling to power for the next three years until he is forced to call an election, the Conservative Party would rather have the Labour Party at the helm than Reform.

Ultimately, a pressure campaign is forming for a general election, but not from inside Westminster.
