Graham was discussing Trump’s use of economic measures to achieve his foreign policy objectives, a strategy the administration has been clear about. Scott Besant, the incoming Treasury Secretary, highlighted this approach in a recent Fox News op-ed, stating that tariffs could help achieve many of these foreign policy goals. Even the threat of Trump posting on Truth Social, saying, “I’m going to impose 100% tariffs on any country engaging in anti-dollar activities,” carries significant weight. China, in particular, has been at the forefront of this anti-dollar campaign for the past decade, alongside Russia.
